Separate language from country
An English page can serve people in many countries. Start with languages your team can support, then identify real differences in vocabulary, offer, currency or availability. Near-identical pages for every city or country are not a substitute for information that helps a reader.
Give each version a stable URL
A consistent structure helps visitors and ongoing maintenance. People should be able to change language and find equivalent information. Avoid trapping them in a choice inferred from location. You can suggest a preference while leaving the final selection to the visitor.
Prepare the whole experience
